[Portugal] Ot: Plano Diretor Munipal
The municipal master plan (PDM), which must be drawn up (unless there is already an inter-municipal master plan), is the territorial planning instrument that establishes the development strategy and territorial model intended for the municipal territory, and must integrate and articulate the guidelines established in national, regional and inter-municipal programmes - articles 43 no. 3 of the LBPSOTU and 95 of the RJIGT.
The PDM, which is the benchmark for the other municipal plans (the urbanisation plan and the detailed plan), is made up, in terms of its documentary content, of a regulation, planning plan, constraints plan, as well as other documentation (various reports and plans, etc.) - article 97 of the RJIGT.1
